Adolescent Health: Policy, Science, and Human Rights by
Current policy initiatives that address the health of youth, a group where more than one set of developmental standards may apply, often are based on conflicting evidence. At the same time, the UN Convention on the Rights of the Child has provided an over-arching ethical framework with the goal of ensuring that all children and youth have equal human rights, regardless of their personal or family circumstances. How do these approaches coincide and are they working? In Adolescent Health a contemporary setting is used to illustrate the intersection of evidence and ethics in policy making. Individual chapters describe the social determinants of youth health (chronic conditions, ethnicity, family income, school and peer relationships) and youth health behaviours and outcomes (substance use, violence, sexual and physical activity). In the thirty-five years since China instituted its One-Child Policy, 120,000 children--mostly girls--have left China through international adoption, including 85,000 to the United States. It's generally assumed that this diaspora is the result of China's approach to population control, but there is also the underlying belief that the majority of adoptees are daughters because the One-Child Policy often collides with the traditional preference for a son. While there is some truth to this, it does not tell the full story--a story with deep personal resonance to Kay Ann Johnson, a China scholar and mother to an adopted Chinese daughter. Johnson spent years talking with the Chinese parents driven to relinquish their daughters during the brutal birth-planning campaigns of the 1990s and early 2000s, and, with China's Hidden Children, she paints a startlingly different picture. The decision to give up a daughter, she shows, is not a facile one, but one almost always fraught with grief and dictated by fear. Were it not for the constant threat of punishment for breaching the country's stringent birth-planning policies, most Chinese parents would have raised their daughters despite the cultural preference for sons. With clear understanding and compassion for the families, Johnson describes their desperate efforts to conceal the birth of second or third daughters from the authorities. Disability, Human Rights and the Limits of Humanitarianism by
Disability studies scholars and activists have long criticized and critiqued so-termed 'charitable' approaches to disability where the capitalization of individual disabled bodies to invoke pity are historically, socially, and politically circumscribed by paternalism. Disabled individuals have long advocated for civil and human rights in various locations throughout the globe, yet contemporary human rights discourses problematically co-opt disabled bodies as 'evidence' of harms done under capitalism, war, and other forms of conflict, while humanitarian non-governmental organizations often use disabled bodies to generate resources for their humanitarian projects. It is the connection between civil rights and human rights, and this concomitant relationship between national and global, which foregrounds this groundbreaking book's contention that disability studies productively challenge such human rights paradigms, which troublingly eschew disability rights in favor of exclusionary humanitarianism. It relocates disability from the margins to the center of academic and activist debates over the vexed relationship between human rights and humanitarianism. These considerations thus productively destabilize able-bodied assumptions that undergird definitions of personhood in civil rights and human rights by highlighting intersections between disability, race, gender ethnicity, and sexuality as a way to interrogate the possibilities (and limitations) of human rights as a politicized regime.

International Responses to Mass Atrocities in Africa by
Since the end of World War II and the founding of the United Nations, genocide, crimes against humanity and other war crimes--mass atrocities--have been explicitly illegal. When such crimes are committed, the international community has an obligation to respond: the human rights of the victims outweigh the sovereignty claims of states that engage in or allow such human rights violations. This obligation has come to be known as the responsibility to protect. Yet, parallel to this responsibility, two other related responsibilities have developed: to prosecute those responsible for the crimes, and to provide humanitarian relief to the victims--what the author calls the responsibility to palliate. Even though this rhetoric of protecting those in need is well used by the international community, its application in practice has been erratic at best. In International Responses to Mass Atrocities in Africa, Kurt Mills develops a typology of responses to mass atrocities, investigates the limitations of these responses, and calls for such responses to be implemented in a more timely and thoughtful manner. Mills considers four cases of international responses to mass atrocities--in Rwanda, the Democratic Republic of the Congo, Uganda, and Darfur--putting the cases into historical context and analyzing them according to the typology, showing how the responses interact. Although all are intended to address human suffering, they are very different types of actions and accomplish different things, over different timescales, on different orders of magnitude, and by very different types of actors. Violence against lesbians and gay men has increasingly captured media and scholarly attention. But these reports tend to focus on one segment of the LGBT community--white, middle class men--and largely ignore that part of the community that arguably suffers a larger share of the violence--racial minorities, the poor, and women. In Violence against Queer People, sociologist Doug Meyer offers the first investigation of anti-queer violence that focuses on the role played by race, class, and gender. Drawing on interviews with forty-seven victims of violence, Meyer shows that LGBT people encounter significantly different forms of violence--and perceive that violence quite differently--based on their race, class, and gender. His research highlights the extent to which other forms of discrimination--including racism and sexism--shape LGBT people's experience of abuse. He reports, for instance, that lesbian and transgender women often described violent incidents in which a sexual or a misogynistic component was introduced, and that LGBT people of color sometimes weren't sure if anti-queer violence was based solely on their sexuality or whether racism or sexism had also played a role. Meyer observes that given the many differences in how anti-queer violence is experienced, the present media focus on white, middle-class victims greatly oversimplifies and distorts the nature of anti-queer violence. In fact, attempts to reduce anti-queer violence that ignore race, class, and gender run the risk of helping only the most privileged gay subjects. Many feel that the struggle for gay rights has largely been accomplished and the tide of history has swung in favor of LGBT equality. In the United States today, one in every thirty-one adults is under some form of penal control, including one in eleven African American men. How did the "land of the free" become the home of the world's largest prison system? Challenging the belief that America's prison problem originated with the Reagan administration's War on Drugs, Elizabeth Hinton traces the rise of mass incarceration to an ironic source: the social welfare programs of Lyndon Johnson's Great Society at the height of the civil rights era. Johnson's War on Poverty policies sought to foster equality and economic opportunity. But these initiatives were also rooted in widely shared assumptions about African Americans' role in urban disorder, which prompted Johnson to call for a simultaneous War on Crime. The 1965 Law Enforcement Assistance Act empowered the national government to take a direct role in militarizing local police. Federal anticrime funding soon incentivized social service providers to ally with police departments, courts, and prisons. Under Richard Nixon and his successors, welfare programs fell by the wayside while investment in policing and punishment expanded. Anticipating future crime, policymakers urged states to build new prisons and introduced law enforcement measures into urban schools and public housing, turning neighborhoods into targets of police surveillance. By the 1980s, crime control and incarceration dominated national responses to poverty and inequality. The initiatives of that decade were less a sharp departure than the full realization of the punitive transformation of urban policy implemented by Republicans and Democrats alike since the 1960s.

This book approached water and sanitation as an African gender and human rights issue. Empirical case studies from Kenya, Malawi, South Africa and Zimbabwe show how coexisting international, national and local regulations of water and sanitation respond to the ways in which different groups of rural and urban women gain access to water for personal, domestic and livelihood purposes. The authors, who are lawyers, sociologists, political scientists and anthropologists, explore how women cope in contexts where they lack secure rights, and participation in water governance institutions, formal and informal.
