AMH 2092: African American History and Culture

After the Civil War, Congress required ten former Confederate states to rewrite their constitutions before they could be readmitted to the Union. An electorate composed of newly enfranchised former slaves, native southern whites (minus significant numbers of disenfranchised former Confederate officials), and a small contingent of "carpetbaggers," or outside whites, sent delegates to ten constitutional conventions. Derogatorily labeled "black and tan" by their detractors, these assemblies wrote constitutions and submitted them to Congress and to the voters in their respective states for approval. Blacks, Carpetbaggers, and Scalawags offers a quantitative study of these decisive but little-understood assemblies -- the first elected bodies in the United States to include a significant number of blacks. Richard L. Hume and Jerry B. Gough scoured manuscript census returns to determine the age, occupation, property holdings, literacy, and slaveholdings of 839 of the conventions' 1,018 delegates. Carefully analyzing convention voting records on certain issues -- including race, suffrage, and government structure -- they correlate delegates' voting patterns with their racial and socioeconomic status. The authors then assign a "Republican support score" to each delegate who voted often enough to count, establishing the degree to which each delegate adhered to the Republican leaders' program at his convention. Using these scores, they divide the delegates into three groups -- radicals, swing voters, and conservatives -- and incorporate their quantitative findings into the narrative histories of each convention, providing, for the first time, a detailed analysis of these long-overlooked assemblies. Hume and Gough's comprehensive study offers an objective look at the accomplishments and shortcomings of the conventions and humanizes the delegates who have until now been understood largely as stereotypes. Born a slave in 1850s South Carolina and elected to Congress in the 1890s, George W. Murray appeared to be the antithesis of the African American male in the Jim Crow South and served as a beacon for African Americans who saw their hopes crushed in the aftermath of the Civil War. Early in the twentieth century, however, tragically defeated by corrupt Reconstruction politics and white supremacist attitudes he could not escape, Murray was driven from office and from the state. Drawing on extensive research to reconstruct Murray's life story, Marszalek defines an age and its people through the compelling battle of one man and shows how and why the nation's efforts to reconstruct the South into a biracial democracy failed.             Murray's career, which spanned a quarter of a century, included two terms in the U.S. House of Representatives and leadership of South Carolina's Republican party. He was an investor as well as a landed property owner who sold tracts to poor blacks in order for them to qualify to vote. But by the beginning of the twentieth century, with his party in shambles, he found himself on trial for alleged forgery in a land deal with two of his black land purchasers. Murray was found guilty, and the South Carolina Supreme Court upheld the verdict. Sentenced to hard labor on a chain gang, he escaped to Chicago where he spent the rest of his life in obscurity.  

(Print) Since the earliest days of colonial America, the relationship between cotton and the African-American experience has been central to the history of the republic. America's most serious social tragedy, slavery and its legacy, spread only where cotton could be grown. Both before and after the Civil War, blacks were assigned to the cotton fields while a pervasive racial animosity and fear of a black migratory invasion caused white Northerners to contain blacks in the South. (Print) As cotton production shifted toward the southwestern states during the first half of the nineteenth century, New Orleans became increasingly important to the South's plantation economy. Handling the city's wide-ranging commerce was a globally oriented business community that represented a qualitatively unique form of wealth accumulation - merchant capital - that was based on the extraction of profit from exchange processes. However, like the slave-based mode of production with which they were allied, New Orleans merchants faced growing pressures during the antebellum era. Their complacent failure to improve the port's infrastructure or invest in manufacturing left them vulnerable to competition from the fast-developing industrial economy of the North, weaknesses that were fatally exposed during the Civil War and Reconstruction. Changes to regional and national economic structures after the Union victory prevented New Orleans from recovering its commercial dominance, and the former first-rank American city quickly devolved into a notorious site of political corruption and endemic poverty.
